"There is now a real life example of this technique being used in New Zealand:
The central city neighbourhood around the Salisbury Street-Gracefield Avenue area has recently received "Wanted" leaflets from police with a picture of portly British actor Robbie Coltrane.
In the leaflet, police said there was a thief active in the area, but "because of the Children and Young Persons Act 1989 police cannot show you a picture of the 16-year-old burglar operating in your neighbourhood".
"Robbie Coltrane is not the burglar," the leaflet said, "but imagine him aged 16 with lank, greasy hair and you have the picture."
