If you read the passage that the quote comes from, you will find that twing is the metal that the hull of what is left of Phssthpok's ram-ship is made of, and it appears to be essentially the same material as the scrith mentioned in Ringworld. The confusion likely results from the mention in an earlier passage about the cargo netting (as I recall, it is supposed to be made from the same material, twing) that Phssthpok's captive human damages himself on while trying to remove a tree-of-life root from inside of the netting."
