Err - yes.
There were devices in 1865 that scanned pictures or drawing and sent it over phones lines. It was the founder of the FAX - called the Pantelegraph.

"Hmmm, this seems to be partly a case of the left hand not knowing what the right is doing. I wrote about the pantelegraph here. However, I think I was trying to emphasize the idea of a small consumer device that allowed the user to send live video, as opposed to a desktop device that you might find in an office that sent still pictures. Your point is well-taken; I amended the entry to refer to video rather than pictures. "
