"why infrared? Certain kind of visible light camera or even a commercial videocamera could see a firing. Infrared cameras cost so much more than visible light cameras.
This kind of system could be implemented with of the shelf optics and electronics by hobbyists. Software is biggest challenge, but not too much for even a hobby project.
