"Ok, I can see the logic in not wishing to make the public immune from tasers BUT by the time a criminal has overcome an authorized officer and decides to use the gun on them, you need to HOPE that they are NOT wearing the jacket.
Let me explain. If you are the bad guy and wish to zap some poor sod you have managed to overcome and find that when you press the electrodes to his chest nothing happens - are you going to think "oh ok, best give up on that idea then" - or are you just going to use the gun on his face / groin instead?
Personally, if I am lying prone and someone intends to use a stun gun on me, I would rather like them to be happy to just zap my chest or back.
I guess I must be missing a very big point here....."

"Just make your own at home. It's just a metal mesh with a non-conductive layer on the side close to your body. It's a DC pulse so being grounded is not necessary; just short the circuit. The commercial product is probably nicer looking and easier to sew into clothing than some window screen and a rubber sheet, though."

Ok you looked at the site.
Did you call them and ask for samples of what they have?
I have 4 samples of what they make,4 sheets 7x7 inches.
Use a hand taser 500,000 volts .
Put a sheet in your hand (preferably the black material) first.
Put the taser up to your hand with the material blocking.
You won't get shocked.
The material has interwoven conductive fiber in it.
some of the sheets can withstand alot of voltage while others have to be layered together.
If you dont like the material you could just go with aluminum window screen sandwiched with vinyl.
That works well too but does not bend and form well with your body.
