"I don't know how he is claiming to do it but if you could cause the air blowing to flow through a tube and then encounter something like the vortex coolers we used to use that might work. Here is a link to a similar unit. I couldn't find a link to the german ones we used but these are basically the same.

"On the Windmill vaporators: If he is using windmills he could easily either power a Hilsch rank vortex tube using the windmill as a compressor or more eccicently just run a more normal compressor directly from the wind. Planting vegetation might be a lot better way to go, and it was done in France a long time ago with oak trees in an area that was becoming desertized by an individula who meely planted acorns."
