During Liuzhi, officials could be (not always) locked in a soft room, with lights turned on 24/7. The room is so quiet you can hear your own heartbeat.They are not allowed access to lawyer, because the point of the investigation to gain absolute truth and justice, not procedural justice where they can weasel their way out of jailtime. We can do this because it's part of the Party's internal disciplinary process, not the state's judiciary process.
This total isolation is needed so they cannot collude with others to destroy or manipulate evidence.
The quote, of course, is from 1984, the 1948 novel by George Orwell:
