"I think we could solve our problems more easily through strength of character; but that's always been a commodity in extremely short supply."
- Gregory Benford

Lunar Colony
A permanent base on the moon.

As far as I know, the first reference to this idea. In reading the quote, keep in mind that the author believed that the Moon had an atmosphere and was similar to the earth.

Ten Earth years have passed since we arrived at the seashore, where we still live today. Not much has changed here since then. The sea roars the same and at night shines the same with long sparkling waves; from time to time the eruptions of the volcano we named Otamor in memory of our dear friend are repeated; the geysers beat the same and the stream murmurs over the stones — only on one of the basins now rises a winter house on piles, and lower by the seashore a hut that serves us as a summer dwelling; only on the sandy shore or on the meadows four children play, collecting shells and flowers or frolicking with a few dogs already born on the Moon.
