In the novel, environmental happenings take place in artificial caverns far under the lunar surface.

These spaces were large enough to actually have their own weather. You may wish to compare these to the Central City lunar habitats from Arthur C. Clarke's classic 1955 novel Earthlight or the underground virtual rifle range from Cliffor Simak's excellent 1963 novel Way Station.
