"That was actually done in some old short-stories. (for some reason I'd thought they were by Asimov or Heinlein, but the only one I'm finding in a quick search that has the title I remember is by Sheffield) The title of one of the stories was "The Fixed Price War", in which war was turned over to private companies. (which had to bid over it just like any other government contract) When the government changed the rules again, making it almost impossible to turn a profit off of this, one company (which had a side business making memory-movies) ended up coming up with the solution of getting together with a company from one of the other nations and just simulating the war, giving both governments the news-stories they wanted without the actual cost of holding a real war, thus letting both companies turn a profit. (there was a group of other short-stories in the same setting, including one other that dealt with the "war companies", tho I don't remember any of the other titles)"
