As far as I know, the most likely person was Sir John Herschel (1792-1871) who commented on a famous incident reported by astronomer Julius Schmidt. In 1866, Schmidt was studying Mare Serenitatis, looking at the Linne crater (first described and pictured in 1843), when he discovered that the crater had apparently subsided, leaving only a white patch.
