Cicret Interactive Skin Display Prototype
A very impressive video made the rounds last year for the Cicret device; sine then, a prototype video has surfaced.

At present, Cicret is trying to raise funds for development; it's not clear whether or not this product will ever exist.
I was sure I had read the basic idea some years ago; sure enough, I found it in the works of John Varley, a 1992 novel Steel Beach:
By pressing the dots in different combinations with my fingertips I was able to write the story in shorthand, and watch the loops and lines scrawl themselves on a strip of readout skin on my wrist...
