This is a symbiote which serves the purpose of a communication device. It is included here even though it is not an artificially created being. It is a megaphone for consciousness, allowing your thoughts to be heard by a selected individual parsecs away.
If the galaxy were large enough, and there were enough different creatures and civilizations in it, you might not need to invent anything. Just find the species that does what you want as a byproduct of its own evolution.
Apparently, a taprisiot only allowed you to contact one person at a time - no conference calls!
